Doc Date:12/11I2001 <br />• ~ I~ <br />4.30.1 TEMPORARY <br />4.30 CESSATION OF OPERATIONS _._ <br />iiiiiiiiiiiiiiuiii <br />sss <br />With existing and potential contractual obligations for delivery of coal <br />from the Southfield Mine, EFCI does not anticipate any temporary cessation <br />of mining operations in the foreseeable future. However, in the unlikely <br />event of a temporary shut-down, the surface facilities, including <br />equipment and storage facilities will be secured to minimize potential <br />public health and safety hazards and prevent potential adverse impacts on <br />the environment. More specifically, all entrances to the mine and loadout <br />operations will either be barricaded and locked or manned with full-time <br />security guards. All buildings, equipment, fuel storage and other <br />facilities will be locked and EFCI will employ security personnel to <br />control access and identify potential hazardous conditions. <br />If, for any unanticipated circumstances, temporary cessation of mining and <br />reclamation operations at the Southfield mine or loadout becomes necessary <br />for a period of thirty days or more, EFCI will submit to the CMLRD a <br />notice of intention to temporarily cease or abandon mining and reclamation <br />activities. This notice will include a statement of the exact number of <br />acres which have been affected in the permit area prior to the temporary <br />cessation, the nature and extent of reclamation completed for these areas - <br />prior to cessation and identification of the environmental monitoring, <br />reclamation, water treatment and other activities that will continue <br />during the temporary closure. In the event of temporary cessation, EFCI <br />will continue, to the extent practicable, all reclamation, environmental <br />monitoring, and water treatment activities. <br />4.30.2 PERMANENT <br />Upon completion of planned mining operations, or in the event that mining <br />operations are determined to become uneconomic for the foreseeable future, <br />. EFCI will close, backfill and permanently reclaim all affected areas at <br />the Southfield mine and loadout. Plans for final reclamation of permit <br />areas are set forth in Section 2.05.4, Reclamation Plan.
