The inspection was performed by myself,
John Effinger III, a registered professional engineer in the State of Colorado since
December, 1975. I have experience and knowledge in the design and construction of
dams, drainage control, hydrology and structwes; including experience in portions of tbe
permitting process of coal mine facilities and permit compliance.
The purpose of this inspection and certiEcation was to check for structural
weakness, erosion, other hazardous conditions and identify required maintenance and to
satisfy the requirements of Rule 4.05.6 (13) of the Colorado Mined Land Reclamation
Board for Coal Mining. In addition to the on site inspection referenced above, actions
taken in preparing this certification included review and discussion of applicable mine
maps and state regulations with yowself.
Said inspection was performed on a warm (78°), mostly sunny Wednesday mid-
morning by myself. Most of the site was traversed with a two wheel drive vehicle with
frequent stops and hiking trips azound the pond. The following is a statement of my
professional observations and conclusions from this inspection:
The entire pond was examined for structwal weakness, erosion, and other
hazardous conditions; none were found.
Incised pond with nearly vertical side slopes.
Existing water level was approximately 24" deep.
Some aquatic plant growth beginning along the south face.
