The Permiuee shall do all final v~ning and pavement striping or the contractor m conformance with the Department's M k S standards and the M.U.T.C.D.. unless otherwise agreed to by the Department and the Permiuee. A final signing and pavemem striping plan shall he submitted to the Region 3 Traffic Engineer a minimum of 45 working days prior to commencemem of work. No work shall begin without prior approval and authorization from the Department. 38. The roadway shoulder shall be widened to 4 feet along the speed change lanes and surfaced with HBP in accordance with the Department specifications. The shoulder widening along through lanes shall be no less than 4 feet paved or match existing and paved. 39. The access shall be constructed perpendicular to the travel lanes of the State Highwa}' for a minimum distance of 50 feet, and shall slope down and away from the adjacent pavement edge at a rate of 2% grade for a minimum of 20 feet. If curh and cutter are present, the slope shall he calculated from pan line to pan line. Any revisions to this requirement shall he subject to Department review and approval prior to commencement of any work within [he highw'a}' right-of-way. 40. The access shall be completed in an expeditious and safe manner and shall be finished within 45 days from initiation of construction within State Highw'a}' right-of-way. 41. Pursuant to section 4.9(3) of the State Highway Access Code, the access roadway shall not exceed a maximum grade of 8 percent within the highwa}'right-of-way, as measured 50 feet beyond the pavement edge and extending to the right-of-w'a}' line. The access vertical grade shall be designed and constructed in conformance with the Department M & S standard M-203-I. 42. The design of the horizontal and vertical sight distance shall be no less than the minimum requirements, as provided in section 4.3 of the State Highway Access Code. 2 CCR 601-1. 43. All required access improvements shall be installed prior [o the herein-authorized use of this access. 44. The access shall be surfaced immediately upon completion of earthwork construction and prior to use. 45. Compaction o(Hot Bituminous Pavement shall be in accordance with section 401.]7 of the Department's standard specifications. Compaction of the Aggregate Base Course shall comply with section 304.06. 46. Compaction of subgrade, embankments and backfill shall be in accordance to section 203.07 of the Department's standard specifications. 47. Any mud or other material tracked or otherwise deposited upon the existing roadway surface shall be removed as necessary to accommodate traffic, or as directed by the department. 48. Placement of base course materials shall be in accordance with section 304.04 of the standard specifications. Compaction shall be in conformance with AASHTO procedure T-99. 49. The surfacing shall meet the Department's specifications as outlined Materials Recommendations obtained from the Region 3 Materials Engineer. Contact the Access Manager at (970) 248-7231 to request a materials recommendation. 50. The new State Highway pavement shall slope on the same plane as the present pavement surface. 51. Slopes shall be at a 6:1 ratio on the roadway and a 6:1 ratio on the approach. 52. The existing asphalt adjacent to all new pavement shall be saw cut and removed a minimum of one foot back from the existing edge. or until an acceptable existing cross slope is achieved to assure a straight edge for the joint. 53. The top layer of plant mix bituminous pavement shall not be placed between October I and April I, unless otherwise approved by the Department. 54. If frost, water or moisture is present in the subgrade, no surfacing materials shall be placed until all frost, water or moisture is gone or removed. 4-
