1 covered by the approved sediment control system.
There is one diesel and oil storage area which is
' located in the equipment storage area. This area
is subject to a containment measure to insure that
the fluids, if spilled, would not escape the
containment area. This plan also serves as the
SPILL PREVENTION CONTROL PLAN (SPCC) for the Carbon
Junction Mine. Set forth in the following 1s a
description of tl~e materials containment for the
' oils and petroleum products stored at the mine.
These products are stored on the equipment storage
area shown on tha attached map.
' 1) Oakridge has lead one occurrence of a spill in
the last three years. This was a leaking
hydraulic fitting from one of the large
' shovels t hat resulted in a contested citation
from the Division of Minerals and Geology on
April 23, 1993. Reference citation C-93-065
' issued to Oakridge. The hydraulic fluid had
leaked and soaked approximately 5 cubic yards
of material which was promptly removed and
' disposed of in accordance with an approved
method.
11) The reporting system will be notification to
' the proper authorities concerning any spill or
loss of confinement of the storage system.
The manager of operations will be the
' responsible party to make all such
notifications.
' 111) The preventive facilities have been shown on
the attached Map. Any non-containment of the
petroleum products will be contained in the
sediment control system and meet the NPDES
' discharge requirements.
iv) The specific quantities of oils and diesel
' will vary according to tl~e mining activity.
Currently, there are several 55 gallon drums
of oil and less than 1000 gallons of diesel
' stored in the containment area. If additional
material is stored, the company will install
additional berms around the stored materials
to insure that if the materials spilled, all
' of the materials would be contained in the
bermed area with a backup system being the
sediment control system of the mining
' operation.
v) There are no additional facilities planned at
' this time.
