The proposal includes a plan to install a 4" <br />dewatering pipe through the proposed South Portal seals. The submittal includes a sketch and data to <br />support the argument that the existing siphon, in combination with the proposed 4" pipe, would be an <br />appropriate system for permanent minewa[er discharge. <br />We have a number of questions regarding the adequacy of the proposed plan with respect to permanent <br />minewaler discharge, which may require some time to resolve. However, with some clari5catioq the <br />existing siphon and proposed pipe system would appear to be acceptable for the interim period during <br />reclamation operations, while mine personnel are on site on a daily basis. Upon resolution of questions <br />pertinent to the interim discharge system, the proposed sealing plan could be approved. Our specific <br />comments on the preliminary proposal are set forth below, with issues pertinen! to the interim period <br />presented separately from our concerns regarding permanent discharge. We believe that the interim plan <br />can be handled as a minor revision. Appropriate sections of the permit will need to be amended to specifically address the interim <br />dewatering plan for the South Portals Mine, addrossing both the 4" pipe to be installed in the <br />South Portal seal and the existing siphon system. Nanative on pages 14-29, 14-30, 17.6, and 18- <br />2, and the Fgure 14-2 sketch will need to be amended to specifically describe the interim plan, <br />including any monitoring, flow adjustments, or other maintenance associated with Ute system. <br />Narrative will need to include a commitment to submittal of a plan for permanent minewater <br />discharge by June 30, 21X10. <br />2. Anew map exhibit will need [o be provided, with the interim dewatering system overlain on the <br />mine workings Appropriate maps or diagrams should be provided to clearly depict discharge <br />points, mine water accumulation areas, and elevational and spatial relationships pertinem to the <br />discharge pipes and siphon system. <br />3.
