Compliance Schedule for Meeting the FYnal Lead Limitation The permittee shall achieve compliance with the effluent limitations of Part I. A. 2a, effective January 1, 1991, in accordance with a schedule of compliance approved by the State Water Quality Control Division. The permittee shall submit to the State Water Quality Control Division by Januazy 1, 1990, an implementation plan for an abatement program designed to achieve compliance. Where appropriate the plan shall include operational changes, modification of the existing treatment, pretreatment or construction of a new treatment system. A schedule of dates to accomplish various tasks related to the plan should also be included. Upon approval of the implementation plan by the Division, all terms and conditions of the implementation plan, including but not limited to the compliance schedule, will automatically become conditions of this permit. No later than 14 caleadar days following a date identified in the above schedule of compliance, the permittee shall submit either a report of progress or, in the case of specific actions being required by identified dates, a written notice of compliaace or noncompliance, any remedial actions taken, and the probability of meeting the next scheduled requirement. A schedule for the elimination of the discharge, through connection to another treatment system or by other means, may be substituted for this schedule of upgrading. In any case in which a compliance schedule has been timely submitted, failure to obtain the Division's approval shall not be considered a violation of the permit unless the Division shows that absence of approval or disapproval has resulted from the failure of the permittee to furnish information reasonably required or requested in order to process the compliance schedule.
