~•
COLORADO DEPARTMENT OF HEALTH, Water Quality Control Division
Rationale - Page 11. Permit No. CO-0026981
OTHER COMMENTS:
Camp Bird Venture also made two other comments in the August 12, 1987 letter.
Reference was made to the daily maximum limitations being based on the new
basic standards for the acute metals concentrations. This would be considered
in a later modification, especially after more data on total hardness stream
concentrations are available and a possible change in the Segment 9 standards
becomes effective. Also, since the effective date for the new basic standards
is not until July 31, 1988, the time for reevaluation will need to be following
that effective date.
Gamp Bird Venture also addressed the need for a mixing zone to be considered
for this permit; a mixing zone is being examined in the permittee's ongoing
stream study. If Camp Bird Venture can document an appropriate mixing zone
based on biological considerations, the division will review that. However, it
is still quite possible that mixing zone considerations may result in more
restrictive limitations than those imposed through the mass balance
determination.
The compliance schedule date for the Preliminary Assessment Report has been
changed to December 15, 1987.
The owner and operator contacts indicated on page 1 of the rationale are based
on the information provided in the Transfer and Acceptance of Terms of a
Colorado Permit form which was received by the Division on January 14, 1987.
Don Holmer
June 17, 1987
September 18, 1987
