WFC has been evaluating the economics of conducting a <br />• research plan versus placing 4 feet of non-toxic material over the <br />refuse. At this time, wFC is choosing not to conduct research. <br />WFC will be placing 4 feet of non-toxic material, including <br />topsoil, on the pile. <br />(e) Revegetation <br />Picketwire has elected to utilize the reference area <br />approach in evaluating revegetation success. Picketwire has <br />established three (3) reference areas. These reference areas are <br />grassland, upland wildlife, and riparian wildlife. Locations of <br />these areas are shown on Map 10, Vegetation and associated data is <br />presented in Exhibit 15, Vegetation Information. <br />WFC will be evaluating revegetation success using the <br />criteria of vegetation cover, production, diversity and density. <br />These criteria will be used in evaluating active mine areas. <br />Active mine areas include the refuse disposal area (north of <br />Highway 12), the east portal area including disturbances east of <br />the C & W round house. Areas excluded will include the riparian <br />• habitat adjacent to the Purgatoire River and the West Portal area. <br />The noncoal waste area located in the West Portal area is <br />considered active. <br />The "excluded areas" will be evaluated using cover <br />criteria only. WFC will use 20°s cover as a standard to control <br />erosion. Revegetated cover will consist of a permanent vegetative <br />cover consistant with the proposed postmining land use of <br />rangeland. <br />Twenty percent cover represents a soil loss of 0.33 <br />tons/acre/year.
