• The West Portal, refuse and silo areas shown on cross
section A-A', B-B', C-C' and E-E' respectively, can be graded to
match the surroundings with a balance of earth. The West Portal fan
area will require some fill which can be hauled from the East
Portal bench where an excess of material exists. The East Portal
Bench is the area directly south of the Industrial Building. The
3.5 feet of non-toxic cover material for the Development Waste Pile
will also come from this bench.
Final grading will be the means by which natural
drainages intersecting the disturbed area will be continued through
the area. Map 17, Postmining Topography and Cross Sections, shows
the drainages that will be established during final grading. Map
13B, Postmining Topography Drainage Basins, shows the associated
basins that the drainages will handle. Calculated discharges in
these drainages for the 100-year, 29-hour storm event are provided
in Exhibit 19, Hydrologic Balance of Surface Runoff. Design
criteria for these drainages are also provided.
The RDA final configuration is shown on Figure 6, Final
Configuration and Figure 11, Cross Section A-A' Final
Configuration. WFC proposes to leave the roads in the RDA as shown
on Figure 6, Final Configuration. These roads will be left for
access to the pile for maintenance. WFC currently plans to remove
• the sediment pond embankment in the RDA. This removal cost is
summarized in Exhibit 28, Bond Calculations. As per the Divisions
request, WFC commits to obtaining the flatest possible grades on
those areas which have the potential £or flood irrigation.
(d) Topsoil Removal, Storage and Redistribution
Section 2.05.3(5) discusses topsoil removal. Topsoil at
the New Elk Mine will be stored in stockpiles. The location of
these stockpiles is shown on Map 11, Surface Facilities and Roads -
East Portal. Topsoil piles will be constructed in an oval shape
with the top of the stockpile leveled. A containment ditch will be
constructed around each pile. Topsoil piles will be marked as such
and seeded with the approved rangeland seed mix. (See Table 26.)
Redistribution will be accomplished with scraper and/or
front end loaders and haul trucks. Topsoil depths will range from
4 inches in the East Portal area to 9 inches in the RDA. Areas
will be ripped to a depth o£ 18 inches prior to topsoil
redistribution and harrowing or chiseling prior to seeding.
