• The West Portal, refuse and silo areas shown on cross <br />section A-A', B-B', C-C' and E-E' respectively, can be graded to <br />match the surroundings with a balance of earth. The West Portal fan <br />area will require some fill which can be hauled from the East <br />Portal bench where an excess of material exists. The East Portal <br />Bench is the area directly south of the Industrial Building. The <br />3.5 feet of non-toxic cover material for the Development Waste Pile <br />will also come from this bench. <br />Final grading will be the means by which natural <br />drainages intersecting the disturbed area will be continued through <br />the area. Map 17, Postmining Topography and Cross Sections, shows <br />the drainages that will be established during final grading. Map <br />13B, Postmining Topography Drainage Basins, shows the associated <br />basins that the drainages will handle. Calculated discharges in <br />these drainages for the 100-year, 29-hour storm event are provided <br />in Exhibit 19, Hydrologic Balance of Surface Runoff. Design <br />criteria for these drainages are also provided. <br />The RDA final configuration is shown on Figure 6, Final <br />Configuration and Figure 11, Cross Section A-A' Final <br />Configuration. WFC proposes to leave the roads in the RDA as shown <br />on Figure 6, Final Configuration. These roads will be left for <br />access to the pile for maintenance. WFC currently plans to remove <br />• the sediment pond embankment in the RDA. This removal cost is <br />summarized in Exhibit 28, Bond Calculations. As per the Divisions <br />request, WFC commits to obtaining the flatest possible grades on <br />those areas which have the potential £or flood irrigation. <br />(d) Topsoil Removal, Storage and Redistribution <br />Section 2.05.3(5) discusses topsoil removal. Topsoil at <br />the New Elk Mine will be stored in stockpiles. The location of <br />these stockpiles is shown on Map 11, Surface Facilities and Roads - <br />East Portal. Topsoil piles will be constructed in an oval shape <br />with the top of the stockpile leveled. A containment ditch will be <br />constructed around each pile. Topsoil piles will be marked as such <br />and seeded with the approved rangeland seed mix. (See Table 26.) <br />Redistribution will be accomplished with scraper and/or <br />front end loaders and haul trucks. Topsoil depths will range from <br />4 inches in the East Portal area to 9 inches in the RDA.
