I have attached photographs of the 14 proposed dig sites. Most of these show some of the <br />significant disturbances. <br />Topsoil: Please state the average or range of thickness of replaced topsoil by <br />reclamation area or phase (Rule 6.3.5(3)(e). <br />As stated, the original topsoil will be replaced to the original depth. <br />In the site descriptions, I have idemified the topsoil as from non-existent to an average of <br />3 inches. Where soil is present, it averages 4 inches thick. <br />I believe when replaced, soil along with the subsoil, will average 5 to 6 inches. <br />The table in the Exhibit B which shows the mining (excavation) plan, lists the <br />reclamation plan. The soil will be replaced in accordance with the reclamation plan. <br />This is essentially immediately after an excavation is closed. <br />As stated in the reclamation plan, the soil will be replaced so that seeding can take place <br />late in autumn. Soil may be stored from one season to the next, but I try to avoid this by <br />closing each excavation by the close of the season. <br />Rule 6.3.6 Exhibit F-List of Other Permits and Licenses Required <br />County Special Use Permit: Teller County has requested that the Division not issue a <br />mine land reclamation permit until the County has issued their County Special Use <br />Permit. The Division is not required to withhold the mine permit pending the County <br />permit. <br />Thank you. Understood <br />U.S. Forest Service permit: The Draft Plan of Operation was submitted along with the <br />Division applicant packet. The Division reviewed the Draft Plan of Operation <br />attachment for consistency with the Division permit application, and with one comment <br />on affected acres noted above, the two documents were found to be consistent <br />(Memorandum of Understanding between the USFS and Division 5/8/2004). If however, <br />the Draft Plan of Operation were to change during the USFS review process, those <br />changes may need to be integrated into the Division reclamation permit application. <br />Thank you.
