In
some respects, it matches information on the map which I drew in
the field during my inspection on January 7, 1994. But there are
several large differences between our two respective maps also.
These are the questions I have regarding your map, permit area, and
activities I observed:
1. The map you sent is not a rectangle. Every map dimension and
reference to measurements from the original permit papers
depict the area as a rectangle. The south side of your map is
angled in such a manner so as to "hug" the pit rim, minimizing
the permit area.
2. How far away from the fence lines on the east and north sides
did you set the permit boundaries?
3. How close to the pit rim did you set the permit boundaries?
Without enough setback from the top of the highwall, knocking
down the highwalls to proper slopes will not be possible
without going out of the permit area; backfilling will be
necessary. Did you include the road around the pit?
4. The access road is not represented. It~ is a part of the
mining operation, and also should figure into your acreage
calculations.
5. As I noted in my inspection report, there are several areas of
disturbance up on the unmined surface surrounding the pit.
The location of the stripped areas on the south and west sides
and the piles of materials from such stripping, appear to be
not just cleanup of the site but preparation for expansion of
the pit. There is substantial disturbance on the east side of
the pit. None of your pictures or the map show these areas.
