Banks and Gesso, LLC <br />heights and widths. Church and Associates, working under Dr. Able's guidance, has <br />completed detailed mapping of planar features in the rock. Exhibit 6.5-Geotechnical <br />Stability contains the detailed reports prepared by Dr. Able and Church and Associates <br />Project Development <br />The mine plan developed for this application covers the first ten years in detail and the <br />remaining mine plan will be addressed by an amendment to this permit after 10 years. <br />The deposits in the overall mine plan area will support a rock quarry for many years <br />beyond the foreseeable future with reserves estimated at 100 million tons. <br />Initial Construction <br />Initial construction consists of two components. The first is development of the main <br />access road that leads from Highway 119 to the processing/loadout site. The second is <br />the development of the processing/loadout site. <br />Main Access Road <br />The main access road will begin at Highway 119 at the location of the access permit that <br />has been approved by CDOT. The location of the main access road is shown on Exhibit <br />C-2A: Construction of Main Access Road. The road will be a minimum of 28 feet in <br />width, and constructed at a grade of 5 to 6 percent maximum and will be designed to <br />accommodate two-way truck traffic. A combination of ripping and blasting will be used to <br />construct this access road. <br />Excess cut material from road construction will be placed in a temporary waste rock <br />storage are as shown on Exhibit C-2A. If necessary, some excess cut material will be <br />hauled off-site. The main access road will be paved with 4"-6" of asphalt into the <br />processing/loadout area <br />Processing/loadout Site <br />Due to terrain constraints, the processing/loadout site will need to be located as shown <br />on C-2B: Construction of Processing Plant Area. The controlling factor dictating this <br />location is the need to keep the access road at a reasonable and safe grade of 5 to 6 <br />percent. A small ephemeral drainage will be filled in order to build the <br />processing/loadout site.
