EXHIBIT B <br />Site Description <br />The site is part of the high plains and is located on a ridge at an elevation of approximately 5600 <br />feet on a somewhat rocky point. The area does slope to the west and south off of this ridge into a <br />draught then onto the lower plain to the east and south of the azea. The slopes are grF~ter than 3:1 <br />on the faz facing south face of the ridge, with slopes of 3:1 or less on the east and west sides of <br />the area once you aze on the upper flats. <br />Vegetation in this area is mostly blue gramme, buffalo and some western wheat grass. The area is <br />well grazed and Bass is sparse. According to the soil map report for the area the soil is a Platner <br />sandy loam with small areas of Ascalon sand loam with 2 to 4 % slopes. <br />Topsoil and overbwden runs to a depth of approximately I S inches or less, and in some areas <br />material of sand and gravel are located at the surface mixed in with the topsoil. <br />There are no major man made strnctwes located with in 200 feet of the proposed operation, nor <br />will any be built or installed for this operation. <br />There is no major wildlife in the area, or any endangered species that will be impactExl, or will <br />any wild life habitat be impacted. <br />EXHIBIT C <br />Mining Plan <br />This operation will commence in 2005 as soon as all permits have been approved and with the <br />amount of material present will last for at least 20 years. It will be active but used le<s than 180 <br />days per yeas Material removed from the site will be used to maintain and repair roads in Lincoln <br />County; no water will be used or contacted. No chemicals or explosives will be used in this <br />operation. <br />This will be a pit operation with scraping of material with a bulldozer or end loader into piles for <br />loading onto trucks to be removed and transported to job sites. Stockpiles of material will be <br />raze, but if left for a long period of time will be stabilized to help control runoff by s~~ding with a <br />mixture of fast growing seed such as forbs or prosso millet. <br />Topsoil and overburden runs from 8 to 15 inches or less over the area and is mixed with material <br />at the surface toward the outcroppings on the points. Parts of the mining azeas overbwden runs to <br />2 feet deep on the upper flats. Material runs from the surface to 25 inches deep before contacted <br />and in some areas a vein of material could be as deep as 20 feet or more. <br />Topsoil and overbwden will be salvaged and stockpiled for use in reclamation of the azea. Some <br />of the overburden will be used as a binder for the road material If the stockpiles do not re- <br />vegetate they will be seeded with a fast growing seed such as forbs or prosso millet, or other <br />seeds mixtures that may be recommended by the Soil Conservation Service. Disturbance to the <br />area will consist only of the removal of material and the stockpiling of topsoil and overbwden. <br />
