and myself to identify the source of the material causing the
sheen. A conversation with one of the surface personnel indicated
that the area around the diesel storage tank may have become
contaminated with diesel fuel. Earth material around the tank
containment appeared to be contaminated, and two oil booms which
had put down appeared to have picked up some oil. Flow from this
area goes into the sump and then into Pond B. Likewise, the booms
that were placed in the sump and Pond B last fall appeared to have
picked up some oil and were replaced as described above. The
replacement of the booms appears to have eliminated the oil sheen
form the discharge.
The booms below the culvert on Foidel Creek were checked, and did
not exhibit signs of the sheen having migrated to that point. One
of the booms was relocated to a better position, and a single boom
was placed above the culvert at the railroad crossing below the
CYVCC office building. Upon completion of placing the booms no
further sheen was observed exiting from discharge point 003.
During the week the discharge point and the above locations on
Foidel Creek were checked for signs of a visible oil sheen. The
booms con*_inue to •.aork as no sheen way observed exiting discharge
003 during the week. The booms located above and immediately below
the culvert will remain in place for the next few weeks as
protection from any residual oil migrating downstream. It does
appear that the booms placed at the inlet and outlet of :point 003
have worked effectively in removing any oil that could cause a
sheen to appear on Foidel Creek. The discharge point is monitored
weekly and this monitoring will determine if any further action is
required.
The following list of agencies were contacted on March 29, 1993 to
advise of the oil sheen exiting discharge point 003:
Colorado Dept of Health - Permits and Enforcement Section
Colorado Division of Wildlife
Routt County Environmental Health Dept.
U.S. Bureau of Land Management
U.S. Environmental Protection Agency - Water Management
Division, Compliance Branch, and
National Response Center
If there are any questions concerning the above, please contact me
at your convenience.
Sincerely, .
Richard Mi11s
Supervisor, Environmental Affairs
