As indicated to Ms. Ottmer on March 29, 1993 an <br />oil sheer, was observed exiting from point 003 ar,d moving towa•-ds <br />Foidel Creek. The extent of the sheen was extremely limited and <br />was contained by an absorbent boom placed in the creek. The <br />following is a more detailed description of the event and the <br />actions taken to eliminate the oil sheen. <br />On Monday, March 29 Marcus Middleton, company representative, <br />accompanied Bill Rademacher of CTE to discharge point 003 for <br />collection of discharge information required under the above <br />referenced discharge permit. tdhen they arrived at t:^,e site zt <br />approximately 0820. a visible sheen of oil was observed moving Erom <br />the outfaii to Foidel Creeic. They immed ie ~eiy LCl.U L11CU to tilt <br />office for containment equipment and an oil/grease sample <br />container. Upon their return to the discharge point, Bill collected <br />a grab sample while Marcus began efforts to contain the sheen below <br />the discharge point leading to Foidel Creek. Marcus then moved up <br />to the mouth of the outlet and began installing supplemental booms. <br />Two booms were installed at the pond outlet, one at the creek side, <br />one at the first culvert on Foidel, and one below this same <br />culvert. Marcus then returned to the CYVCC office and notified <br />myself zf*_er he had obtained additional more booms. Upon r?turn to <br />the site at approximately 0930, Marcus placed two more booms below <br />the first culvert on Foidel Creek, and another was placed at the <br />mouth of the pond outlet. Two additional booms were placed in the <br />sump above Pond B to replace those booms which had become <br />saturated, and a single boom was placed between the sump and the <br />pond in the diversion below the railroad tracks. <br />The tipple area, which is an active heavy equipment usage area, <br />above the sump and pond (discharge point 003) was walked by Marcus <br />~`'',~'D <br />
