De crLl,tion of I::cisting f:nvirunment and Applicant's Response <br />e <br />Several cultural resource studies have been prepared for Coloryo <br />j ~ Coal Company's Colo~ryo nine area, tfoffa[ Councy, Colorado.. The mine plan <br />proper was inventoried by the University of Colorado, Department of <br />} Anthropology in 1975 (Lisch}:a, 1975). The Lischka survey located a total <br />of eight sites (6 prehistoric, 2 historic) and five iso'~ated finds •.+ithln <br />or closely adjacent to [he Colo~ryo mine plan boundaries. Lischka recom- <br />mended further work on sites StlF40l, 402, 40~ and 404 for eligibility de- <br />terminations. The Gossard rail loadout 1n [Ire northern i,~rtion of the <br />~~ nine plan was examined by Laboratory of Public Archaeology in 1978. tto <br />new. sites were found within rile permit boundary. Early 1981 lJestern Cul- <br />tural Itesouree Jtanagement, Inc. (L7CR11) conducted a survey on 1]5 acres of <br />~ land within northern portions of the mine plan and located two sites (one <br />' prehistoric, StIF1201 one historic StIF1200). They recorcnended that nei- <br />ther site was eligible for nomination to the National Register of His- <br />toric Places (NRIIP). The recommendation was forwarded to the Colorado <br />State Ilistorlc Preservation Officer where the not eligible rconmendation <br />received concurrence. Later in 19HI, IJestern Cultural Resources tianage- <br />ment surveyed a half nine Duffer zone around the mine plan looking For <br />sensitive cultural resources that may be potentially affected by blast- <br />. ing. This survey located one site, SJ1F465 consisting of a rock shelter <br />~ with "associated" rock art. lJCRif considers rile site to have National <br />I Register eligibility potential but further work would be necessary before <br />a firm decision can be made. A[ present, mining operations will no[ <br />impact this -site. - <br />OStf's Apparent Completncss Review of cultural resource Inventories :hat <br />have been conducted on and about the Co lowyo mine plan raised several <br />questions mosc of which have been resolved Uy submission of clarifying <br />documentation. T}re elgihllity of four sues, recorded in 1975, remain in <br />question and a stipulation is proposed to protect these sites until a <br />fiel,i checl; can lx' made :rod final eligibility determined.
