From the asphalt <br />plant road sight distance to the north curve is about 600 feet. <br />A passenger car running at 48 mph can slow to the expected minimum <br />truck speed of 20 mph by braking at a leisurely rate in 415 £eet, <br />much less than the available sight distance. <br />Traffic counts in 1978 for Drake at County Road 11 estimate 490 <br />vehicles per day. The road can carry 1500 to 4000 vehicles per <br />day. Flatiron's projected use will bring the per day actual <br />use total to 671 vehicles per day or 17~(at 4000 capacity) to <br />45$(at 1500 capacity) of capacity. On County Road 40 east of <br />County Road 9 the count is 149 vehicles per day. Flatiron's <br />addition of 10 vehicles per day will bring road usage to 159 <br />vehicles per day or 96; of capacity. Flatiron expects to use the <br />Drake route 95$ of the time and the southern route 5$ of the time. <br />Air Quality <br />The portable crusher and concrete plant have been issued permits <br />by the Colorado Department of Health Air Quality Control Commission. <br />The asphalt plant at the Flatiron South Prospect mine will be <br />removed, and it, or a similar plant, will be placed at the East <br />Rigden site. The asphalt plant is grandfathered and will be <br />equipped with air cleaning devices such as scrubbers and bag <br />houses. The only visible emission from the plant will be a <br />plume of steam from the scrubber. The concrete plant will be <br />D-10 <br />
