<br /> <br />Mountain Coal Company SPCC Plan <br />West Elk Mine February 1993 <br />VII. OIL AND HAZARDOUS <br />PROCEDURES <br />MATERIAL RELEASE RESPONSE <br />General Guidelines <br />1. Unless the release involves a known substance, approach the release on <br />the assumption that the material is extremeiy hazardous. <br />2. Always approach a release site from upwind with a predetermined escape <br />route established. <br />3. Avoid contact with the released substance or contaminated debris as much <br />as possible. <br />4. Do not smoke and have all possible ignition sources removed. <br />5. If unidentified fuming liquids or gases are present, do not approach the <br />area. <br />6. Establish reliable communications between persons entering the release <br />area and those remaining outside. <br />7. If injuries or fatalities are involved, alert medical personnel of de- <br />contaminationprocedures and all available information about the materials <br />involved. <br />Response Procedures <br />``€> <br />1. If oil or hazadous materials aze continuing to be released, attempt to shut <br />the release down--only if it is a known substance and it can be done with <br />no exposure. <br />2. Attempt to contain the release using booms, logs, telephone poles, planks, <br />etc. <br />3. Notify your supervisor of the release. <br />4. Obtain the following information and report it to the supervisor: <br />a. Location _ <br />b. Type of substance <br />5 <br />
