., ... e ~ <br />Mouatain Coal Company <br />West Elk Mine <br /> <br />SPCC Plan <br />February 1993 <br />The fuel and lubrication loadout azea is located adjacent to the fuel tanks. In <br />the event of a Ioading area release, the spilled material should be cleaned up <br />immediately to prevent contamination of Sediment Pond MB-2. Should the <br />spill fail to be contained at the spill site, the material would flow to <br />Sedimentation Pond MB-2. <br />B. Maintenance Shop Used Oil Recovery System <br />The Maintenance shop lubrication bay and adjacent area is fitted with a used <br />oil recovery system. The system consists of an approximately 3,000 gallon <br />storage tank located in the petroleum product concrete bunker (see the <br />previous section). Used oil from a screened used oil catch basin in the shop <br />floor is piped into the storage tank. Used oil generated at West Elk Mine <br />(excluding emulsified oil) is used as a fuel in the maintenance shop wash bay <br />used oil heater. The used oil is transferred from the 3,000 gallon tank to the <br />used oil heater through a series of underground piping. Any oi] which is not <br />used as fuel for the heater is recycled in accordance with all federal, state, <br />and local regulations (excluding emulsified oil). <br />C. Mobile Equipment <br />Oil and fuel spills by mobile equipment aze limited by tank size and drain <br />check valves on lines. Fuel wcks aze typically equipped with one 250 gallon <br />diesel fuel tank, one 200 gallon tank for hydraulic oil, and one 60 gallon tank <br />for waste oil. The underground Tube trucks also carry motor, gear, and <br />emulsified oil. Soil or road surface contaminated by a tank or line rupture is <br />to be removed by scrapers or front-end loaders and properly treated. Spills <br />on road surfaces may also be absorbed by absorbent material. Should a <br />release fail to be cleaned up at the site, the materials would be contained in <br />one of West Elk Mine's industrial sedimentation ponds. See Appendix E for <br />a pond summary and Exhibit 1 for the location of the sedimentation ponds. <br />D. Contractor Fuel Supply <br /> <br />Contractors providing their own fuel supply on the mine site must Iocate all <br />fuel tanks inside berms designed to contain the contents of the tanks plus one <br />(1) foot of freeboard. Should a release fail to be contained at the site, the <br />materials would be contained in one of West Elk Mine's industrial <br />sedimentation ponds. See Appendix E for a pond summary and Exhibit 1 for <br />the location of the sedimentation ponds. <br />3 <br />
