Stotrtnvater Manatement Plan (SWMP) <br />A Stormwater Management Plan (SWMP) shall be developed for each facility covered by this section (Part I.C). The SWMP shall <br />be prepazed in accordance with good engineering practices. (A registered engineer need not complek the plan.) <br />The plan shall identifypotential sources ofpollution (inchuling sediment), which may reasonablybe expected to affect the quality of <br />stomtwater discharges associated with the mining activity. In addition, thephm shall destarbe and ensure the irrgilemcniation ofbesf <br />management practices (BMPs), which will be used to reduce the pollutants in stormwater discharges, associated with mining activity. <br />SWMPs that were prepaed in accordance with requirements in the previous version of the permit need not be amended to wnform <br />to the SWMP format in this permit. <br />The perffittee ttnut implement the provisions of SWMP retpived under this part as a condition of this permit. <br />The SWMP shall include the following items, at a minimum: <br />a. Sik Map <br />The plea shall provide a sik map or maps, which indicak at a minimum: <br />- Mining sik boundaries <br />- Access and heat roads <br />- Stormwater ouffalls and an outline of the drainage area of each stomrwater outfall <br />- An estimak of the direction of flow <br />- Materials handling areas <br />- Each existing structural control measure to reduce pollutants in atormwater runoff <br />- Areas used for storage or disposal of overburden, materials, soils or wastes <br />- Areas used for mineial milling and processing <br />- Springs, streams, wetlands and other surface waters <br />- Location of mine drainage or any other process water <br />- Botmdary of tributary area that is subject to eflluem li®ktions <br />- Dak the map was prepared <br />b. Description of Potential Pollutant Sources/Material Invemory <br />The plan shall provide a description of all potential sources (activities and materials) which may reasonably be expeckd to <br />add pollutants to stormwakr discharges. Such sources may include haul roads, equipment storage and maintenance aeeas, <br />fuel storage areas, etc. <br />1n each case where stormwater pollution potential exists, appropriak preventive measures must be taken and doctmmented. <br />a. Stormwater Quality Controls <br />Each mining sik wvered by this permit shall develop a description of stormwater quality controls appropriak for that site, <br />and implement such controls. The appropriakness-and priorities of controls in the plan shall reflect identified potential <br />sources of pollutants at the sik. The description of stormwater quality controls shall address the following *n;n;n,nm <br />components, including a schedule for implementing such controls: <br />1) SWMP Administrator - The S WMP shall identify a specific individual or individuals within the mining organization <br />who is responsible for deve]opiag the S WHIP and assisting the mine operatorin its implementation, maintenance, and <br />revision. <br />2) Materials Handling and Spi11 Prevention -Where materials can impact stormwater runoff, BMPs that reduce the <br />pokntial for contamination shall be described. For example, materials should be stored sad handled in covered areas <br />whenever possible to prevent contact with stomtwater; fuels and other chemicals should be stored within berms or <br />secondary containment devices m prevent leaks aced spills from catering stormwakr runoff. <br />3) Erosion and Sediment Controls - Describe BMPs that will be used to reduce erosion and prevent sediment delivery to <br />Stale waters. These should include structural{such as silt fences, sedimentponds, drop structures, check dams) and <br />non-structural (such as andching and revegetation) methods. <br />
