Substitute Water Supply Plan Pursuant to: Upper South Platte Water Conservancy District and Center of Colorado Water Conservancy District Case No. 02CW389 Dear Hal: The purpose of this letter is to seek your approval of an amendment to the Substitute Water Suppiy Plan for the Upper South Platte Water Conservancy District (USPWCD) and the Center of Colorado Water Conservancy District (CCWCD). This is a ~ blanket augmentation plan in Case No. 02CW389, pending approval in Water Court, that includes a variety of commerdal water uses in Park_ County and other nearby areas. This plan would be amended to include augmentation of water uses for Allen Drilling & Excavation Company. Mr. Allen proposes to include his newly relocated gravel washing operation and concrete hatching plant under the auspices of the USPWCSD and CCWCD augmentation plan. Water for the concrete plant is currently served by the Town of Fairplay, but he is planning to relocate his business several miles away, requiring a new water supply. Two maps showing the location of the site are enclosed • -- herein. More specifically, he would drill a shallow alluvial well at the plant site for use in washing aggregate and for concrete hatching. Mr. Allen hopes to begin operations at the new location in late summer or fall, but the annual renewal of the existing SWSP will not occur until September.
