• TAB 24 <br />AIR QUALITY CONTROL PLAN <br />The following outlines the measures Seneca Coal Company will employ to control dust et the <br />Yoast Mine site. The control measures will be conducted throughout the life of the mine <br />in accordance with the terms end conditions set forth in the Emission Permit issued by the <br />Colorado Department of Heelth (CDOX). An attachment to this tab will contain the final <br />approved permit once it is obtained. <br />Sequential detonation of blasting charges will be utilized at the Toast Mine on overburden <br />end coal (Tab 14). 0.uthorities maintain this pr acfice reduces the emission of fugitive <br />dust (COloredo Air Pollution Control Regulation pi-11(d)(9)(b)(2)), although date to <br />substantiate this assertion has not been identified, and no estimate of its effectiveness <br />is known. The use of sequential blasting will continue throughout the proposed <br />life-of-mining activities. <br />• Coal produced at the Yoest Mine wilt be loaded into off-road haul trucks and transported <br /> to the coal stockpile near the junction of Haul Roads A and B (see Tab 12). Haulage from <br /> the coal storage area to the Hayden Station Powerplent will utiliz e on-road vehicles via <br /> Xeul Road A and Routt County Roed 27. No coal crushing or handling facilities are located <br /> at the mine site. <br />Haul roads will be watered to control dust emissions and, if necessary, chemical <br />suppressors will be used. Unpaved haul roads will be graded regularly to maintain a <br />surface free of loose materiel and potholes. Haul trucks will no[ exceed posted speed <br />limits. It is anticipated the maximum speed limit for the Yoast Mine will be 40 miles per <br />hour. Speed limit signs will be posted along the main haul road in both directions to <br />alert drivers of the speed limit. The maximum speed limit will be determined by the CDOH <br />and stated in the final Air Emissions Permit. <br />Topsoil salvaged for reclamation activities will be stored in stockpiles as close to the <br />reclaimed area as possible so as to limit the distance it must be moved (Tab 21). Topsoil <br />stockpiles will be stabilized using a temporary vegetation cover to limit wind erosion. <br />s <br />Areas that have been mined will be graded, topsoited, and revegetated in accordance with <br />1 Revised 03/01/95 <br />
