Exhibit D CMLRB 112 Permit Application <br />Agile Stone Systems. Inc. <br />berm, pond and outflow at the south end of the area. The drainage control system has <br />been designed and will be constructed to handle storm runoff from ] 0 to 100 year events <br />from the mining azea and the watershed directly above the sandstone mining area. The <br />watershed calculations and structure cross sections are enclosed in Exhibit G. These <br />erosion control measures will be maintained for the life of the project and be retained <br />after mining for additional erosion control. <br />3.0 Plant and Stockpile Areas <br />Most products will be prepared in both the Quarry Plant & Stockpile azea and the Gravel <br />Plant & Stockpile area. Portable equipment for crushing, screening, and stockpiling aze <br />planned. The Applicant has applied for and received al] necessary air quality permits <br />required for operation of the plant areas. The gravel plant and stockpile azea involves <br />18.1 acres and the quarry plant and stockpile area involves 10.2 acres within the affected <br />land azea. <br />Support facilities in the 18.1 acre plant and stockpile area include a combination office, <br />locker room, shower, maintenance shop and supply warehouse with an adjoining truck <br />scale. Engineered diagrams (Verkaik, December 1997) for each structure are enclosed. <br />The maintenance facility will be used for project and railroad related maintenance and <br />repair involving the shortline freight and tourist operators. After mining is completed, <br />the maintenance building will be used by both railroad companies as well as the ranching <br />operation. The portable truck scales and their less than 40 cubic yazds of reinforced <br />• concrete will be removed. The scales will be removed from the site and the concrete will <br />be buried in 1 of the pit azeas prior to final grading, topsoiling, and revegetation. <br />4.0 Roads <br />Products will be primarily shipped from the property by rail with local sales being <br />transported by truck. Road access is from US Highway 50 across Fremont County Road <br />157. County Road 157 is about 600' long with a bridge across the Arkansas River. The <br />Applicant has been granted the responsibility by the Fremont County Commissioners in <br />their CUP to upgrade the bridge load limit and to maintain the road. The following table <br />summarizes the permanent and temporary roads. The main roads include <br />1) a 2,726' upgraded partially existing road from the property boundary to the plant <br />and stockpile azea widened to 24' wide to handle two way traffic in all weather <br />conditions. This road will be used to provide permanent access to the interior of <br />the ranch following completion of mining operations. <br />2) anew single lane 1,115' road to the sandstone quarry. Infrequent traffic limited <br />the road to a single lane. The sandstone quarry access road will cross the <br />Tallahassee Creek over an engineered crossing structure as shown in the <br />engineered drawings included. Road and crossing will be removed when mining <br />is finished. <br />3) an estimated 557' haul road will be built between the granite quarry and the 18.1 <br />acre plant and stockpile azea on the gravel bar. This haul road also has an <br />engineered crossing structure over the Tallahassee Creek. <br />• 22 <br />
