Identification, Classification and Standards <br />1. Identification: Discharges 001, 002, 003 and 004 are to Munger <br />Creek and unnamed tributaries to Munger Creek, which are tributary <br />to East Salt Creek. Discharges 005, 007 and 008 are to East Salt <br />Creek, which is tributary to the Colorado River. All receiving <br />waters are included in segment 13 of the Lower Colorado River Basin. <br />2. Classification: This stream segment is classified for the <br />following uses: Recreation, Class 2; Aquatic Life, Class 2 (Warm); <br />Agriculture. <br />3. Numeric Standards: The standards which have been assigned in <br />accordance with the above classifications can be found in 3.7.0, <br />Classifications and Numeric Standards for the Lower Colorado River <br />Basin (5 CCR 1002-8). It should be noted that this facility does <br />not discharge pollutants which are limited by water quality <br />standards with the exception of pH. <br />B. Receiving Water Data <br />1. Stream Low Flow: The flows which will be used to calculate <br />effluent limitations are acute flows, those that occur for one day <br />every three years (lE3), or chronic, those that occur for thirty <br />days every three years (30E3). These flows have been determined by <br />the Water Quality Control Division and are as follows: <br />East Salt Creek, Munger Creek, unnamed tributaries: <br />Type Flow <br />Acute (lE3): 0 cfs <br />Chronic (30E3): 0 cfs <br />2. Impacts on Downstream Water Supplies or Other Receiving Waters: <br />The discharge is not expected to have any impact on downstream <br />users or segments, provided compliance with effluent limitations is <br />achieved. <br />IV. FACILITY DESCRIPTION <br />A. Industry Description <br />The facility is an underground coal mine. The mine is not currently <br />operating, with no immediate plans for operation. When at full <br />operation, the production rate will be up to 2.8 million tons of coal <br />per year. Startup will be based on market conditions. The facility <br />is covered under federal regulation 40 CFR 434.45, the Coal Mining <br />Point Source Category. There are no changes at the facility from the <br />previous permit. <br />
