1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />COOLEY RESERVOIIi AND FULTON WILDLIFE AREA PIT <br />(Includes Changes/Stipulations to the DMG Permit and Adams County Conditions in Italics) <br />INTRODUCTION <br />CAMAS Colorado, Inc. (CAMAS) is proposing to mine for sand, gravel, and borrow material on <br />property located on both sides of the South Platte River south of 104' Avenue in portions of <br />Sections 16 and 17, T2S, R67W of the 6`~ Principal Meridian, Adams County, Colorado. The map <br />included as EXHIBIT B of this application depicts the property. It is a combined USGS map with <br />the proposed permit area outlined. The permit boundaries overlap two USGS Quad maps, the <br />Eastlake Quad and the Commerce City Quadrangle. The total acreage of permit area is 348.96 acres. <br />This document was prepared by ADCO Consulting on behalf of CAMAS, but many of the specific <br />exhibits have been prepared by TuttleApplegate, Inc. and other consultants. TuttleApplegate, Inc. and <br />other consultants are also preparing other relevant applications for approvals by other agencies that <br />will be necessary to initiate and complete the proposed mining operation (gravel well permit, wetlands <br />identification and replacement, etc.). The Reclamation Permit Exhibits was also be submitted <br />concurrently to Adams County by ADCO Consulting, along with other items required for County <br />government approval of a Conditional Use Permit for mining. <br />The application to the County under Case No. 78-99-Z-C-P was also approved subject to !4 <br />Conditions Precedent, 13 Stipulation, and Notes to the Applicant. In addition to a Conditional Use <br />for Sand and Gravel Mining with an Associated Processing Plant, the applications to the County <br />Rezoning the Plant Site to industrial zon[ng, and Subdivision of the property tnto logical related to <br />mining/reclamation: phases, afteruse, and to ease potential future conveyance of portions of the <br />property to others in the future. Many of the Cotmty's approval items, especially related to mining, <br />are substantially the same as the DMG's permit conditions or relate to off-site impacts not under <br />the jurisdiction of the State's permit. The County's conditions of approval are restated below in <br />italic print, and where appropriate, the County's approval conditions have beery identifred in italics <br />by the term CCP# (County Condition's Precedent Number) and/or S# (Sttpulatton Number) into the <br />Introduction, Overview and the Exhibits . <br />Recommended County Conditions Precedenl.• <br />The applicant shall include ten foot utility easements around each platted lot, pursuant to <br />a request from Public Service Company irr a letter, dated May 27, 1999. In the alternative, <br />the applicant shall work with Public Service to determine which lots should have the <br />aforementioned easements. <br />
