<br />Mining east of the S. Platte River (Parcel B and parts of Parcel A) will be wet mined for afteruse as <br />open space wetlands/wildlife area. Where any groundwater would be permanently exposed, after 3 <br />years an application to water court will be made for permanent approval of the substitute water <br />supply plan. Dedication of a trail corridor and other undisturbed property along both sides of the S. <br />' Platte River may be conveyed to the Adams Counry and other appropriate public and/or non-profit <br />agencies for trail construction and maintenance as natural open space prior to completing mining and <br />reclamation. <br />' CAMAS proposes mining in phases during a 10± year time period. Prior to mining being undertaken <br />in any area where existing fencing doesn't exist and natural barriers wouldn't prevent unauthorized <br />' access to any area being mined, existing fencing will be repaired and new fencing will be installed as <br />necessary to prevent unauthorized access to any area being mined. The first phase of mining will be <br />' wet mining of Parcel B, wet mining to create replacement wetlands azeas on Parcel A, installation of <br />the slurry wall on the perimeter of one or both of the D parcels, and setting up the plant site. Prior <br />to any ground water being exposed, CAMAS will obtain a gravel operation well permit that will <br />' include a substitute water supply plan. After completion of mining of the Pazcel B area and creation <br />of the wetlands on Parcel A, the D Parcels would be mined in 50 to 99± acre phases. <br />' Mining will create nearly vertical 0' Horizontal (F3) to 1' Vertical (V) excavated slopes to the <br />claystone bedrock, which will be permanently backfilled to 3' Horizontal (H) to 1' Vertical (V) from <br />the surrounding ground level to the depth of the pit. All mining will also involve stripping and storage <br />' of topsoil to allow, upon completion of mining, a minimum of 6" of topsoil to be replaced on all <br />slopes above the water line and then revegetated with non-irrigated grasses. The plant site location <br />for all of the mining will be located in the Parcel C area. The created lake on Parcel B would receive <br />the plant's wash and process water during the life of the plant's operation. Therefore, it is expected <br />that most, if not all of this area, would become wetlands area with none or minimal exposed lake <br />surface upon final reclamation. <br />1 Conveyors will transport all material to the plant site, and all truck export of processed material will <br />then utilize new entrance onto Brighton Road from the Plant Site. A Traffic Impact Analysis <br />' discussing existing conditions, probable impacts of the proposed traffic generation, and suggested <br />improvements to mitigate impacts has been prepazed and has been submitted and approved by Adams <br />County and CDOT, and agreements will be reached with Adams County and/or CDOT to mitigate <br />traffic impacts (CCP#14 & CS#10). The only truck traic that might occur from any other portions <br />of the permit area, might be the occasional direct export of any overburden material, as this material <br />' wouldn't be processed and could be utilized as general borrow fill material. If the direct export of <br />borrow material is undertaken from Parcels A, B, D-1, D-2, or D-3, the access points to be utilized <br />would be from one of the two existing access points onto 104'" Avenue (SH44) or from a new one <br />' onto Mckay Road. These would be temporary operations, and the appropriate temporary traffic <br />control measures would be undertaken as CDOT and/or Adams County deemed appropriate <br />(CCP#6). All haul trucks from both the Plant Site and any temporary export of borrow material shall <br />' cover their loads pursuant to C.R.S. 42-4-1407 (CS#6). <br />8 <br /> <br />
