Donald A. Rapp -2- Februa y 9, 1984
T 2. It is not clear to me whether all boundary slopes are to be fined to
vertical and then backfilled; mined to the final, reclaimed slop and not
~ju°k-2~, backfilled; or mined to vertical and allowed to slump. Please c arify this
,~,((~,ny• I situation, and note that vertical or steep slopes that are allow d to slump
L may cause the operation to affected lands outside of the permit rea.
3~ ~3. What is the estimated life of this mining operation?
/4. If mining does go below the 15' to 18' estimated depth, what is the
3o estimated depth of mining on the site?
,/~. Is there a typical, planned location for processing of material (crushing,
screening, etc.) on the permit area? If so, this location should be specified
in writing or shown on the map.
~.ff. Is an asphalt hot plant planned for this site? If so, describe any
such planned plant and any associated facilities.
Exhibit C
~. As mentioned above, the location of processing areas, the to ation of any
planned asphalt plants, and the location of any other topsoil st kpiles
should be shown on the map.
Exhibit D
-~ 1. Wildlife: Are brush piles planned to be incorporated as a p rt of the
~. reclamation plan as per the Division of Wildlife recommendation? Please explain
the decision in this matter.
Exhibit E
1. It is not clear which parts of the permit area are to be act lly reclaimed
by your "middle case" plan. All disturbed areas of the permit a a must be
. incorporated into the reclamation plan. As I outlined under Exhi it B,
°`~ ~ Yourtplanlwouldsseemttonindidcateathat3only theaslopestintPhaseselteandp2sarele)
k:l~•'~9~ to be reclaimed. Please present a more complete reclamation plan for the
entire area.
2. Even though the pit may be expanded to the west at some late point in
time, a reclamation plan for Phase 16 must be committed to now. his should
include the same details as given for Phases lA and 2 (e.g., slo ing, topsoiling,
planting, etc.). Please clarify the operator's plans for this a a.
Fxhihit F
1. The legal description given in the statement of approval by B nt County
does not correspond to your legal description given in Exhibit A. The Bent
County zoning approval for this operation must be demonstrated be ore the
Board can approve the application.
