EFFLUENT LIMITATIONS AND MONITORING REQUIREt4ENTS <br />2. stormwater Management Plan (continued) <br />In the areas of coal mining facilities directly regulated by effluent <br />limitations, is is expected that, through actions directed at <br />achieving compliance with these Limitations, the permittee will <br />effectively control most site stormwater discharges. However, in <br />other areas, this may not be the case. Some of the discharges are <br />outside the coverage of the diversion ditches and sedimentation ponds <br />required under the facility's Colorado Mined Land Reclamation Division <br />(CMLRD) permit. Examples of such areas are roads and railroad lines <br />used for transportation Co and from the site, outslopes of ponds, <br />inactive loadouts, sites used for storage and maintenance of material <br />handling equipment and areas granted small area exemptions. <br />The plan shall describe all areas that have not been previously <br />permitted, but meet the definition of a stormwater discharge in 40 CFR <br />122.26, and shall include a map (or maps) denoting the affected <br />areas. The map(s) shall show the location of the discharge(s) or <br />drainage areas and indicate the receiving waters. The map(s) shall <br />label each stormwater oucfall with a three digit number beginning with <br />the next number attar the last numher assigned to surface runoff <br />• outfalls. <br />The plan shall describe the controls and/or procedures that <br />specifically address the goal of minimizing or eliminating the <br />pollution from these scurces. In some cases, this may entail <br />construction of physical facilities. In othec cases, is may entail <br />developing new methods of operation or material handling and/or <br />replacement of materials with those that are Less polluting. The <br />permittee shall make the appropriate determinations and receive the <br />appropriate approvals from the GMLRD. <br />Where necessary, the plan shall include a schedule of activities <br />and/or construction with a reasonable timetable for implementation of <br />any new operations or construction of new facilities necessary to <br />achieve the required goals. The timetable shall allow for attainment <br />of operational level as e::pediently as possible, but in no case after <br />June 30. 1995, in conformance with Part 402(p)(4)(A) of the Federal <br />Clean Water Act. The Division will ensure Chat no proposed timetable <br />is excessively lengthy. <br />Specific Requirements: <br />a) A coov of the plan shall be kept on-site and shall be readily <br />available to all personnel involved with compliance with the plan. <br />. b) The plan shall contain a statement of certification, signed by top <br />management, supporting compliance with the stated goals. <br />c) Records pertaining to implementation of the plan shall be kept in <br />a log and made available on request to Division, CMLRD and EPA <br />representatives (see Part I.C.4.). <br />J-11 <br />
