<br />Page 2 <br />Adequacy Issue Responce <br />4. Exhibit D-Mining Plan (a) Mining will start in Phase I. Phase II will be mined within the same <br />time period as Phase I because of not being able to cross the drainage channel except during low <br />water. After Phase I & II are mined out, ruining will proceed with Phase III, V & VI. Phase N will <br />be [Wined with Phase III. Phase VII will be mined with Phase V. <br />(b) Storage of fuel and petroleum products will be stored in standard steel fuel tanks. As <br />required by the Storm Water Management Plan, berms aze required azound all containers to <br />contain the volume of material stored in the containers in the event of a rupture of the container . <br />A settling pond will be constructed for processed water(wash plant discharge) prior to discharge to <br />the dischazge to the Gunnison River or drainage ditches. The settling pond will be constructed with <br />two battles to increase detention time and allow for increased settlement. Total suspended solids <br />limits are placed on processed water discharge by the Colorado Department of Health through the <br />Discharge Permit system. <br />(c)Settlement ponds, if required will be constructed by excavating a hole approximately 30' x 30' <br />x 3' deep with a pipe leading from the pond to the dischazge point. Straw bales or silt fence is <br />placed at the intake of the discharge pipe to collect suspended solids. The location of the ponds <br />will be placed near the greatest depth of the gravel deposit, therefore it would only be a guess at <br />this time where they would be located, other than within the affected limits. <br />(d) The material processing site is located out of the riparian area. The site is located as far away <br />from the River as possible keeping it on Delta Paving property. Mining Phase Il is within the 50 <br />year floodplain. U.S. Fish and Wildlife Service has allowed ponds in the 50 yeaz floodplain if they <br />aze opened up to ordinary high water to allow them to silt in and thus eliminate non-native fish <br />habitat. It would appear that Phases N and VII are out of the 50 yeaz floodplain. <br />(e) There will be no incidental materials mined from the pit. <br />5. Exhibit E-Reclamation Plan (a) Fertilizer of the type recommended and at the rate <br />recommended by the seed supplier will be applied. <br />(b) The intent on the reclamation of Phase II was for non-native fish habitat. After the maierial <br />has been extracted, the river will run into and out the area during ordinary high water. Excavation <br />may be required to open the area to the river. This will allow the river to reclaim the site as flooded <br />bottomland and/or riverine habitat. <br />There is very little if any topsoil within the Phase II area. In order to topsoil the slopes 1o the water <br />elevation, topsoil would have to be trucked in and deposited on the slopes which would require a <br />404 permit. We would like to allow the native vegetation left around the island to spread to the <br />disturbed areas and reestablish itself. This should happen in three of four yeazs. Cottonwood <br />seedlings will be planted at 20 foot centers and wiilo~vs will be planted at 10 foot centers around <br />the perimeter of the pit. <br />
