Basin will not use any pesticides or herbicides without approval from the Division. <br />• Prior to seeding and after topsoiling, Basin will conduct a soil testing plan evaluating the <br />major soil nutrients of nitrogen, potassium, and phosphorus. Results will be forwazded to <br />the Division. Fertilization application will be based on this testing program. <br />All acid forming and/or toxic materials shall be disposed of in accordance with Section <br />4.11.4 and Section 4.14.3. <br />Roads approved to support post-mining land use aze shown on Maps 15 and 16 Surface <br />Disturbance and Post Mining Land Use East and West Portal respectively. All roads not <br />approved to support post mining land use including light use, access and haul roads will be <br />reclaimed. Reclamation of these roads will proceed when access is no longer needed for <br />maintenance of reclaimed azeas. Road base will be removed and placed over refuse. The <br />roads will be ripped to a depth of 18 inches and scarified prior to final seedbed preparation. <br />Fill and cut slopes will be graded to blend with the post-mining topography. Water bazs will <br />be installed as necessary to pxevent excessive erosion. <br />On August 15, 1985 WFC submitted a rill and gully plan to the Division. This plan was <br />revised in December 1986. Exhibit 29, Rill and Gully Plan, is a copy of this plan. Basin <br />will follow the rill and gully maintenance requirements as outlined in this plan. <br />As previously discussed, revegetation success criteria will be judged according to Sections <br />4.15.8 and 4.15.10 of the regulations. Basin's postmining land uses will include rangeland, <br />upland and riparian wildlife habitats. Success of the rangeland in the East Portal azea will <br />• be compazed to the Golden Eagle Grassland Reference Area. Success of upland wildlife <br />habitat will be compazed to the upland reference area. Success of the riparian wildlife <br />habitat will be compared to the riparian reference azea.
