CONCRETE PRODUCTION - A portable concrete batch plant may be erected on the site from time to time. Peak <br />production will be 100 cubic yards per hour. The plant ran operate year round. <br />A Typical Concrete Batch Plant <br />HAUL ROAD -The primary roads and access serving the site are well maintained and are in good repair. Access to <br />the site is gained from 29 '/ Road and D Road. Anew paved driveway will be constructed at a point 400 feet south of <br />D Road and west of 29 '/ Road. A fully channelized intersection will be constructed at the existing 29'/z Road and D <br />Road intersection. Based on current conditions, 50 percent of the traffic utilizing the facility will travel westerly on D <br />Road to Ninth Street, and north to Ute Avenue, then west. The remaining 50 percent will travel east on D Road to <br />either 30 Road and north, or 32 Road and north or south. It is not known at this time what effect the 29 Road <br />improvements will have on traffic accessing Orchard Mesa and north to the Interstate 70 Business Loop. Bear in mind <br />that any sand and gravel operation is sensitive to market cond@ions and the community growth areas that it serves. <br />Therefore, uncertainty is inherent with any traffic forecasts for a sand and gravel operation. Given the maximum <br />production of the crushing, asphalt and concrete plants, coupled with the available trucks, it is estimated that a peak of <br />30 trips per hourwill utilize the haul route during maximum production. Two types of trucks will be used: 60 percent of <br />the loads will be 10 yard dump trucks with a maximum Gross Vehicle Weight of 54,000 pounds. The remaining material <br />removed from the facility will utilize 24-ton capacity belly dump trucks. It is anticipated that the operation will generate <br />143 average weekday trips. <br />PETROLEUM STORAGE AREAS - An asphalt oil tank and a diesel fuel tank will be located adjacent to the asphalt <br />plant when it is present on site. Also, a diesel fuel tank will be located near the portable gravel-crushing unit. All fuel is <br />stored in above ground tanks and will have lined containment dikes to prevent any discharges of fuel from leaving the <br />site or percolating into the ground. Dikes are constructed in a fashion to contain at least 110 percent of the volume of <br />the largest fuel storage vessel within the containment area. A Handling and Disposal of Petroleum Products Policy has <br />been established. A key element of the policy includes annual training for all workers at the facility for spill containment <br />and controls in the event that a spill should occur.
