Area Subject dr Effluent Limitations Cuuddelines <br />Each plan shall describe the portion of the mining site which contributes runoff to areas subject to effluent <br />limitations guidelines contained in 40 CI~R subchapter N. <br />3. Site Mao <br />Each plan shall provide a site map or maps which indicate at a minimum: <br />- mining/milling site boundaries and access and haul roads; <br />- equipment storage, fueling and maintenance areas; <br />- materials handling azeas; <br />- areas used for storage of overburden, materials, soils or wastes; <br />- azeas used for outdoor manufacturing, storage or disposal of materials; <br />- locazion of mine drainage or any other process water; <br />- railings piles/ponds, both new an<i pretxisting; <br />- mine drainage or any other proce:;s water discharge points; <br />- springs, sveatns, wetlands and other surface wazers; and <br />- boundary of azea that contributes runoff to outfalls Waz aze subject to effluent limitations guidelines. <br />For those azeas oueide of the area that contributes runoff to outfalls that aze subject to effluent limitations <br />guidelines: <br />- an estimate of the direction(s) of surface flow; <br />- stormwarer outfalls and an outline of the drainage area of each stormwazer outfall; <br />- each existing stxuctttral control measure to reduce pollutants in stormwazer runoff; and <br />- the location of impervious structures (e.g. pazking lots, roofs, etc.) <br />4. Stormwater Management Controls <br />Each mining operation certified under by this permit shall develop a description of s[ormwater quality convols <br />appropriate for thaz site, and implement such wnvols. The appropriazeness and priorities of controls in the plan <br />shall reflect identified potential sources of pollutants az the mining site. The description of stormwater quality <br />convols shall address the following minimum components, including a schedule for implementing such convols: <br />a. SWMP Administrator -The SWMP shall identify a specific individual or individuals within the mining <br />organiution who is responsible for developing the SWMP and assisting the mine operator in its implementation, <br />maintenance, and revision. The activities and responsibilities of the administrazor shall address all aspects of <br />the facility's SWMP. <br />b. Identification of Potential Pollutant Sources and Best Management Practices -The SWMP shall identify <br />potential sources of pollutants az the site, and assess the potential of Were sources to contribute pollutants to <br />stormwater dischazges associated wiW mining activities. The SWMP must also describe appropriate Best <br />Management Practices (BMPs) to reduce We potential of Wese sources [o contribute pollutants to stormwater <br />dischazges. At a minimum, each of We following shall be evaluated for We reasonable potential for contributing <br />pollutants to runoff: <br />- loading and unloading operations; <br />- outdoor storage of chemicals or equipment; <br />- outdoor milling or processing activities; <br />- historic mine drainage; <br />- tailings ponds; <br />- crushing facilities or significant dust and particulate generazing activities; <br />- on-site waste disposal practices; and <br />- stockpiles of overburden, raw material, intermediaze products, byproducu, finished products or waste <br />produce. <br />
