Box 511 <br />La Junta, Colorado 81050 <br />Re: Hancock Gravel Pit <br />Our File No. 81-279 <br />Dear Mr. Aldrich: <br />I have received and reviewed your letter of December 8 that was in response <br />to my adequacy letter. It answers many of my questions and comments, but <br />not a11. Those issues that I feel are still outstanding are outlined below, <br />using the same exhibit letter and number designations as in my original <br />letter. Any items omitted are now considered adequate. <br />It would appear (from your new map) that the only notification that needs <br />to be sent out is to Lee and Eleanor Hancock, the landowners of the pit <br />\area itself. They should be sent a copy of the publication by certified <br />mail, and a copy of the return receipt should be sent to our Division. <br />The proof of publication should also be sent to our Division as soon as it <br />pis available. <br />Exhibits C and F: Mining Plan and Reclamation Plan Map <br />3. The final contours now given show the reclaimed pit bottom to be <br />flat at an elevation of 9,360'. Presumably, the pit bottom will not be totally <br />flat, but will slope slightly to the north for drainage purposes. Please <br />clarify this situation, giving the planned slope (e.g „ 1 or 2 percent). <br />Exhibit D: Mining Plan <br />1. Considering the length of time planned for topsoil stockpiling, <br />I feel that the Division should be assured that relatively undisturbed top- <br />/, soil will be stabilized with a perennial grass cover crop as per Rule 6,9a. <br />I renew my recommendation in this regard. <br />Exhibit E: Reclamation Plan <br />~~ 1. Please clarify the plans of Otero County concerning the volume of <br />topsoil that is to be imported for use on this site. Reference my discussion <br />of this matter in my letter of December 2nd. <br />
