<br />~i <br />EXHIBIT D <br />Phase 3 mining will occur on the south half of the outlined mining area (see Exhibit C) <br />on Flatirons Property. This last phase will be mined north to south, after a dewatering <br />trench has bean excavated along the perimeter. This water will be pumped into the <br />adjacent pond, or the Big Thompson River as needed. An NPDES permit will be <br />acquired and a sedimentation basin constructed as needed to preserve water quality <br />standards. Sediment trapped in such a basin will be removed periodically and used for <br />reclaim. Stockpiles for Phase 3 will be located in the pit excavated during Phase 2. The <br />concrete batch plant currently on-site will be removed prior to the start of Phase 3. <br />Public sale will continue at the site, and an asphalt batch plant may be located within the <br />permit area to the west of the actual pit (see Exhibit C). Few improvements will be <br />necessary to provide truck access to the west end of the Flatiron property. <br />Upon completion of Phase 3, after 3-4 years of mining, reclamation of Phases 2 and 3 <br />will commence and be completed within 1-2 years of cessation of mining activities. <br />A summary of the project phasing is as follows: R ~wc1 / , s.~.+~ <br />Table D-1. This material will be stockpiled for reclaim and seeded with <br />fast-growing mix to avoid soil erosion if the piles will not be moved for more than one <br />growing season. <br />The same equipment will extract and transport sand and gravel resource. During Phase I, <br />the resource will be hauled across St. Louis Avenue onto the northeast corner of the <br />Flatiron property. During Phases 2 and 3, resource will be mined, processed and <br />stockpiled on-site. <br />
