Mr. Robert Liddle -4- August 23, 1984
to this proposal. It is anticipated that minor grading could be
necessary if, during the excavation phase, local areas below natural
grade are created. Blue Ribbon does not anticipate needing any
imported material to accomplish this grading.
9. Specifically address how riparian vegetation will be re-estab-
lished at this site, including species proposed and planting
methodology.
Blve Ribbon has recently been in contact with the Division for advice
in this area. On August 22nd four random meter square test areas were
established in areas representing typical vegetation near the stream.
The willow count in those four test areas is as follows:
Test Area 1 - 20 plants Test Area 2 - 31 plants
Test Area 3 - 21 plants Test Area 4 - 29 plants
During the first week of the reclamation project, the willows covering
Areas A and C' will be removed. Approximately 25% of those plants
will be trimmed to 12" to 18" in length and placed at the edge of
Pond IF1 to allow rooting. During the final phase of this reclamation
project, a portion of the willows will be replaced in Areas A and C'
by punching an approximate 1" hold in the ground, planting, and covering
the willow roots. Approximately one gallon of water for each plant
will be added during the planting process. Blue Ribbon commits to a
minimum vegetation success of 10% of the average willows per square
meter, or 2~ willows per square meter. If the first revegetation effort
does not meet the stated minimums, additional cuttings and transplanting
will be performed until the stated vegetation success minimum is met.
AREA B
We have mapped the coal deposits you describe as Area B with more
specificity. That area is now shown as two segments on the attached
map, Areas B and B'. Those areas will be hand picked to remove large
chunks of coal from the surface and along the stream bed. Blue Ribbon
will notify the Division of completion and seek approval for the
clean-up work done in Areas B and B' by November 1, 1984.
AREA C
Blue Ribbon has defined Area C as Areas C and C', with C' being
the portion needing equipment for excavation. The remainder of Area C
will be hand picked to remove the large chunks of coal from the surface
and along the stream bed. Blue Ribbon submits to the same November 1st
schedule for requesting Division approval of work done.
AREA D
Area D has been defined previously in this letter. This area,
like Area B, will be hand picked to remove large chunks of coal from
