The Division's approval of the control plan is based on the submitted production level as listed <br />below. Prior to any increase in daily or annual production rates, the applicant shall submit an Air <br />Pollutant Emission Notice and Control Plan revision which will be subject to Division review and <br />approval to ensure compliance with the National Ambient Air Quality Standards for particulate <br />matter. Records of the actual production rate shall be maintained by the applicant and made <br />available to the Division for inspection upon request. (Reference: Regulation No. 1, IILD.1.b.) <br />'; . <br />~,; Unloading of rail cars shall not exceed 96,000 tons per day and 2,000,000 tons per year. <br />Loading of haul trucks shall not exceed 8496 tons per day and 2,000,000 tons per year. <br />Stockpiling of coal shall not exceed 30,000 tons. <br />- This activity shall not result in the exceedence of the following emissions of fugitive total <br />r;^ suspended particulates (TSP) and fugitive particulate matter of less than Yen microns (PM,o). <br />-," These emission limits are based on the production rates listed above. All operations except rail car unloading and coal transfer to stockpile at this facility are limited to <br />the following maximum number of hours of operation. A log shall be maintained on site listin g the <br />actual number of hours of operation per day, and shall be made available upon request to the <br />Division. Daily hours of operation shall be totaled each month. <br />~` Hours of operation shall not exceed 16 hours per day. <br />1:. <br />7. This permit is for unloading, handling, stockpiling, loading, and hauling related activities only, any <br />process equipment (i.e. crushers, screens, etc.) to be located at this site must have a separate <br />_ permit from the Division. (Reference: Reg. 3, Part B, IV.E.) <br />I; .. <br />9. Public access shall be precluded in all areas within the modeling receptor exclusion zone as <br />submitted with the modeling with the application. The exclusion zone shall be fenced and posted <br />IS' with no trespassing signs. <br />10. A Revised Air Pollutant Emission Notice (APEN) shall be filed: (Reference: Regulation No. 3, Part <br />A, Section ILC.) <br />a. Annually whenever a significant increase in emissions occurs as follows: <br />For any criteria pollutant: <br />For sources emitting less than 100 tons per year, a change in actual emissions of five <br />tons per year or more, above the level reported on the last APEN submitted; or <br />ver. 2100 <br />
