You mention that a topsoil bens and riprap could be used as a sediment <br />control plan on the western side of the permit area (across the swale). <br />The following questions come to mind: <br />a. Topsoil material could be lost if used for such a purpose. <br />Would it not be better to construct such a berm out of the weathered <br />sandstone product? <br />_ b. You defend the position that the characteristics of the soils <br />i,~" indicate that such a berm is probably not necessary. If this is <br />~4°V ~ indeed the case, what considerations or situations would trigger <br />X construction of the berm? If these conditions were evidence of <br />excessive erosion into the drainage,I submit that damage would be <br />done by the time the decision to construct the berm was made. Please <br />clarify this situation further. <br />`; 10. The color of the asphalt plant is of much less importance to me then <br />~/1\ is its functional configuration. For example, will ponds be used and, <br />if so, how will leakage be prevented? <br />Exhibit E <br />6. Will topsoil be tested each time a phase is to be reclaimed, or <br />will the first soil test be assumed to be valid for all phases? <br />Different soil types may require different amendments, and the topsoil <br />~( berm material may require unique treatment after its long storage. <br />Please clarify this matter further. <br />'~ 8. Your cost breakdown does <br />not seem to fit this mode.
