Long <br />Division Director <br />I have completed a review of the above-named permit application, and have a few questions <br />concerning the technical aspects. Overall this is a well prepared application, so this letter does not <br />actually touch on many issues to be resolved. I have arranged my comments below in order of the <br />exhibit to which they pertain. Where I have nor included any questions under an exhibit heading, I <br />consider that exhibit to be satisfactory at this time. <br />Exhibit C -Mining Plan <br />The plan mentions that the mining is to occur on the mesa top generally from the west to the east, <br />and that several types of possible processing may occur on the site. However, there is no indication <br />of how the mining at the edge is to begin without potential of material rolling down the slope (offsitel <br />or of onsite drainage patterns. Please indicate the actual locations of the processing equipment and <br />product stockpiles. Pertaining to the asphalt botching in the plan, there is no information about <br />location of the plant nor sufficient details of the containment berms. Is the depth of mining to vary <br />between 6 to 25 feet? Will the gravel be mined down to the shale layer? Will a buffer area alongthe <br />perimeter be maintained? <br />Please provide some indication of the slope gradients to be maintained during mining, the amount of <br />area to be disturbed at one time, and any types of containment structures present, since these will <br />affect the bond amount. The prior exhibit mentioned that this site is located on a bluff above Seep <br />Creek, and the NRCS report stated that runoff is rapid and the soils are quite erodible. Because of <br />the location of the permit boundary, this raises questions as to sediment control during mining. These <br />items may be described in the narrative and depicted on the maps. <br />Exhibit D -Reclamation Plan <br />The road leading into the site is to remain after reclamation, but please provide details of the road <br />drainage control and the cut and fill slopes, as appropriate. <br />Is reclamation to occur concurrently during mining, or after all mining is complete? <br />The seed mix in the revegetation plan looks adequate. A couple questions came to mind, however, <br />such as, if the NRCS information stated that shrubs offer the best ("fair") potential for wildlife habitat, <br />even better than grass I"very poor"), do you feel that a shrub species should be added to the mix? <br />If the seed is broadcast, how will seed be incorporated into the soil?
