Ferguson, P.E. <br />Waste Corporation of America <br />One Riverway, Suite 400 <br />Houston, TX 77056 <br />RECEIVED <br />ocr 2 s 2000 <br />Division of Minerals and Geology <br />Re: Notice of Completeness and Start of Comprehensive Technical Review of <br />Application for Certificate of Designation for Construction and Demolition <br />Debris Disposal at Sedalia Recycling Center and Depository, Douglas Cout <br />Dear Mr. Ferguson: <br />~~ <br />The Hazardous Materials and Waste Management Division of the Depart ent of Public <br />Health and Environment (the Division) received on October 19, 2000, ur copies of the <br />document "Permit Application, Sedalia Recycling Center and Depos~ ory, Douglas <br />County, Colorado" dated October ] 8, 2000, prepared by Waste C oration of America. <br />The application contains a Design and Operation PI a on ction Demolition <br />Debris (C&D Debris) landfill on a mine property MG permit M-79-221 S/2 SE/4 of <br />Section 11 and N/2 NE/4 of Section 14, T7S, R68 t as County. In <br />accordance with the solid waste statute, CRS 30-20-100. et seq (the Statute), and the <br />corresponding regulations, 6 CCR 1007-2 (the Regulations), and specifically in Section <br />1.6.5 of the Regulations, the initial examination for completeness has been done within <br />thirty days of receipt by the Division. This letter is to serve notice that [he application, as <br />submitted, has been determined to be complete. <br />Please note that this initial decision concerning completeness does not imply or indicate <br />anything about the outcome of our subsequent comprehensive technical review, nor does <br />it prevent our asking the applicant to provide additional information or clarification of <br />items in the application. <br />The Division now wilt begin its comprehensive technical review, which by statute must <br />be completed within 150 days. The first step will be to send out a press release about the <br />proposed solid waste operation fora 30-day public review and comment period, as <br />required in Section 103(1) of the Statute. This should be accomplished within a week or <br />two, so the public review and comment period would extend into early December.
