With a control efficiency of 508 for graveled roads, <br />estimated controlled emissions are 0.623 tons/year TSP and 0.204 <br />tons/year PM10. Uncontrolled emissions estimates for hauling <br />topsoil during site preparation are 447.57 tons/year TSP and <br />146.72 tonslyear PM10. Estimates of controlled emissions are <br />223.79 tons/year TSP and 73.36 tons/year PM10. <br />Emissions from the overburden stockpile were estimated from <br />emission factors found in Table 8.19.1-1, 'Uncontrolled <br />Particulate Emission Factors for Open Dust Sources at Sand and <br />Gravel Processing Plants.' The uncontrolled emission factors for <br />active storage piles with a normal mix of active and inactive <br />days are 10.4 lb/acre/day and 5.0 lb/acre/day for TSP and PM10, <br />respectively. Uncontrolled emissions estimates are 1.215 <br />tons/year TSP and 0.584 tons/year PM10. For a control efficiency <br />of 258 for moist material, the controlled emissions for the <br />overburden stockpile are 0.911 tons/year TSP and 0.438 tons/year <br />PM10. Overburden removed in the preparation of the site will be <br />used as fill and revegetated within the first year. Uncontrolled <br />emissions are estimated to be 6.219 tons/year TSP and 3.021 <br />tons/year PM10. Estimated controlled emission rates, with a <br />control efficiency of 758 for rapid revegetation, are 1.555 <br />tons/year TSP and 0.755 tons/year PM10. <br />The same emission factors of 10.4 and 5.0 lb/acre/day from Table <br />8.19.1-1 were used to calculate emissions from the temporary gob <br />pile and the open coal stockpile. The resulting uncontrolled <br />emissions are 0.517 and 0.249 tons/year TSP and PM10, <br />respectively for the gob pile, and 6.355 tons/year TSP and 3.055 <br />tons/year PM10 for the open coal stockpile. <br />Uncontrolled emission factors for the drilling and blasting <br />processes were found from page 3, with the area equal to 507,055 <br />square feet, depth equal to 30 feet, and moisture content equal <br />to 7.98 (from Table 8.24-3). Emission factors of 1.3 lb/hole TSP <br />and 0.365 lblhole PM10 for drilling yield uncontrolled emission <br />rates of 13.65 tons/year TSP and 3.828 tons/year PM10. The <br />emission factors for blasting are 1522 lb/blast TSP and 240 <br />lb/blast PM10. Estimated uncontrolled emission rates for <br />blasting are 91.32 tons/year TSP and 14.4 tons/year PM10. <br />Estimated emissions factors for the conveyors and transfers were <br />calculated from Equation 1, §13.2.4 of AP-42, as 0.0029 lb/ton <br />TSP and 0.001371 lb/ton PM10. Total uncontrolled emissions for <br />all transfer points were 42.46 tons/year TSP and 20.08 tons/year <br />PM10. With a control efficiency of 858 for the fully enclosed <br />transfer points, estimated controlled emissions are 11.36 <br />• tons/year TSP and 5.373 tons/year PM10. <br />
