The <br />TSP emission factors for topsoil removal and topsoil unloading <br />are 0.058 and 0.04 lb/ton, respectively. PM10 emission factors <br />of 0.0285 lb/ton for removal and 0.0195 lb/ton for unloading were <br />determined using the method of Appendix A of the Tistinic <br />memorandum. Estimated uncontrolled emissions for topsoil <br />removal from the permanent gob pile and topsoil removal during <br />the site preparation are 5.590 tons/year TSP and 2.747 tons/year <br />PM10. Using a control efficiency of 508 for moist material, the <br />controlled emissions estimates for TSP and PM10 are 2.795 <br />tons/year and 1.373 tons/year, respectively, for topsoil removal. <br />Uncontrolled emissions for topsoil unloading are 3.855 tons/year <br />• TSP and 1.879 tons/year PM10. A control efficiency factor of 50$ <br />for unloading moist material results in estimated controlled <br />emissions for topsoil unloading of 1.928 tons/year TSP and 0.940 <br />tons/year PM10. <br />Uncontrolled emissions for the topsoil stockpiles were also <br />estimated using the emission factors found in the table on page <br />three. The TSP emission factor is 0.38 lb/ton and the PM10 <br />emission factor is 0.1876 lb/ton. The resulting uncontrolled <br />emissions for the stockpile of topsoil removed from the permanent <br />gob pile location are 0.1406 tons/year TSP and 0.0694 tons/year <br />PM10. Using a control efficiency factor of 25$ for moist <br />material, the controlled emissions estimates are 0.106 tone/year <br />TSP and 0.052 tonslyear PM10. The uncontrolled emissions <br />estimates for the stockpile of topsoil removed in site <br />preparation are 1.244 tons/year TSP and 0.614 tons/year PM10. <br />Estimates of controlled emissions are 0.311 tons/year TSP and <br />0.154 tons/year PM10, using a control efficiency of 758 for rapid <br />revegetation. <br />Fugitive emissions caused by hauling topsoil from the permanent <br />gob pile to a topsoil stockpile were estimated using emission <br />factors from Table 8.24-2, 'Emission Factor Equations for <br />Uncontrolled Open Dust Sources at Western Surface Coal Mines,' <br />for haul trucks. The number of wheels, w, is 10, and the road <br />• surface silt loading is 40.8 g/m', the geometric mean found in <br />Table 8.24-3, 'Typical Values for Correction Factors Applicable <br />to the Predictive Emission Factor Equations.'
