They requested a change in t)te legal contact person and a change in [he mailing address for the faciliry contact.
These changes are being made.
2. The permirtee requested elaboration on the monitoring history described in section V/.B.1. regarding oil and grease.
This is being added.
3. The permittee stated that access for the new sites (outfalls 012-017) is difficult. They are installing remote
monitoring equipment at these outjalls to ease monitoring for flow and pH. They requested that the oil and grease
frequency be reduced to monthly. As stated earlier in this rationale, no oil/grease sheen has ever been observed nt
any ojtheir outfalls that receive only surface runoff Additionally, they will install oil booms at r/tese outfal(s for
added securiry•. On this basis, the ronitoring frequency far oil arsd grease at these o[ttfa!!s will be monthly.
4. The permittee asked that the previous winter monitoring exemption be extended nva rnonths. As modified by this
amendment, the exemption is not limited by months; it is breed on weather and access conditions. This will address
the permittee's concerns as stated in the draft amendment.
5. The permittee noted that the atnendrnen[ included requirements for outfall 007 in Pan I.A. 4. of the permit. This
otetfnll was deleted some rime ago (prior to the most recen[ permit renewal) bur was inadvertently left in the permit.
!t will be removed now. Also, the perntittee noted that in nvo places, the permit refers to copies of WET-related
information being submitted to EPA as attachments to the discharge monitoring reports (DMRs). Since DMRs are
no longer required to be submitted to EPA, these references will be deleted.
6. The permit previously waived WET testing for autfalls 004 and 008 far the ftrsr calendar quarters. This waiver is
being carried over via this amendment.
No other pam submitted romments. Pte amendment wilt 6e modified ns stated in the above paragraphs.
Jon C. Kubic
Itt1y 27, 1999
•
