EXHIBIT C 110 <br />The mining operation will commence approximately September 1, 2007. The contractor <br />must first obtain from CDPHE a Storm Water and APEN permits covering this property <br />as well as get a Traffic Control Plan for Flagging approved by CDOT. The majority of <br />the operation will take place in 2007 as part of a Voluntary Cleanup Plan on adjoining <br />property. They would take approximately 15,000 Cubic yards of material, This would <br />leave additional material that would be sold for top soil in the area in following years. <br />CDOT has granted a temporary access across Highway 149 at the northern point of <br />Airport Corner so the haul trucks can go straight across the highway from where the <br />donated soil is coming from to the V-CUP property. The contractor will have to have an <br />approved traffic control plan. <br />Therefore the work will start at the South East Corner by making a cut approximately <br />130' long and at it's highest less than 15' high. This will leave a steep slope to increase <br />visibility around Airport Corner. This material is quite stable as seen by the 1/1 slope on <br />the East end of the property adjoining this cut to the north along Hwy 149 as shown on <br />one of the enclosed photos. This slope is shown on the "After" map enclosed. The <br />increased visibility around the comer is desired by Mineral County and CDOT because of <br />the increase in RV traffic making left hand turns off Highway 149. This increase is due to <br />the major expansion of the RV pazk on Airport Road as well as increase in homes off <br />Airport Road. <br />From that point excavation of material will progress from East to West in the permitted <br />azea. The operation will progress to the West leaving 2 to 1 slopes on the north as shown <br />on after reclamation topography map. <br />As the work progresses west starting approximately where the centrally located culvert is <br />the slope starts in the highway right of way. CDOT has donated that soil to the project. <br />Work will progress to the west to the permanent access point as designated on the map. <br />The soil will be removed to comply with a CDOT approved access point including a <br />culvert. <br />Removal of the soil will be done with End Loaders and trucks hauling the donated <br />material to the Mineral County Fairground Assoc property as cover for a Voluntary Clean <br />Up Plan (VCUP) <br />At the completion of this seasons work reclamation of the area east of the middle culvert <br />will take place. All other disturb areas where soil remains to be removed in the future will <br />be sloped to at least 2/1. Each yeaz as soil is removed the completed azeas will be <br />reclaimed and the remainder sloped. <br />The soil is part of a large and thick alluvial and the soil goes below the level of <br />excavation therefore after the mined material is removed native grass will be planted on <br />remaining soil. <br />
