N~ M
Gnwl Jot Odv~Ce 01f0!
Mr. Kent Cron
IME
P.O. Box 270
Yampa, Colorado 80483
Dear I(er1t:
IIIIIIIIIIIIIIII ~
999
October 21,1998
I received your letter and havA revlevx+d your proposal for the Telller Gravel Pit. I
have dtedced with Bn~ce Miler who is our resident evert on strain gauges His
recommendation Is to install one set of strain gauges on each plpelirle. The location
of the gauges should be in the center d the affected area. Aa I have indicated to you
on the telephone, PSCo will be glad to Install the gauges and rMll monitor them after
installation. The cost of Ir~stallatlon will have to be paid by th0 agerettx ThArra fa no
charge tar the monltorfng. Should any strain develop on the pipelines ii would tie the
nryarators financial racponoiblllty to aon'cct the Fnulilenn. P3Co would Qo the work.
The plan you sent for the slope etc. Is acceptable to PSCo. As stated In our letter
dated ¢~~ry 7, 1998 thn linr~s are ttw 91w food of notural flan to the 9leaiidx,et
Sprlrgs area. We e>~ect dilipenc@ Qrl tl19 pGerAfnr'9 nArt fn ~mrtort the linos from
damage. Our concern is that an operetor of heavy equipment could accidentally
tlamage the lines. The pipelines will need to be pot holed in the haul roads to verify
the actual depth of the p{pelirles. PSCo requires that a minlmurn of flue feet of cover
be ovor the pipolinee In high tr+rffic areas. fF the Ilnas do not rteve the nacessery
Dover, the operator will be required to fill over the Itnes. PSCc personnel will need
access to the pipelines to perform the required annual leak survey and to do any
other tneintenanoe work. Let me know 1f you would like to proceed wltli the
installation oT the strain gauges and we can discuss the details of getting the work
completed.
Sincerely, ~ ~ ~ ~ ~-
~~~~"r~u-.f
(/Q~~~f~t-2~~P'
M* TOTAL PRGE.01 *~
