A paddle wheel scraper requires at least 100 feet <br />to load, and probably twice that distance to discharge and <br />return so thr. mining area has to be several acres. I'm guessing <br />the disturbed area is closer to twenty acres rather than two. <br />I spent sever. al years as a vice president with a company that was, <br />at the time, the largest strip mining operation in the state. <br />Literally hu:idreds of thousands of dollars were spent obtaining <br />mining permits. Once mining commenced the inspectors decended <br />on the mine :Like vultures and gave citations bodering on the <br />ridiculous. Can you believe a citation for a dust covered spot <br />of diesel the size of a silver dollar on a fuel tank? These <br />were federal inspectors before the state took over. <br />My question is why is this mine allowed to operate without a <br />permit when it is in obviously flagrant violation of the regul- <br />ations?
