j
• •
Mr. Gerald B. Mc Rae -3- July 15, 1983
A definite mining phase sequence is needed prior to Board approval
3 ~, of this application. The text (page D-3) mentions that the sequencing
~' ,.'rafter Mtne Phase 2 15 uncertain and dependent upon several factors.
~ ~ ~~ Would the operator be agreeable to mining p aces 3, 4, 5, and 6
r'ro~ sequentially (as portrayed on the map for t~is exhibit) and amending the
~,~~ permit correspondingly if changes occur down-the-road?
~''~~'~B-. Exhtblt E - Reclamation Plan
The text mentions that the final perimeters will meander to
create aesthetic and functional shorelines. The Dtvlsion is very
receptive to creating curvilinear shorelines because of the benefits to
~ wildlife. To Insure no down-the-road problems come bond release time,
,,~~ how much meander along the shorelines is being considered? By defining
cS~~d-~` ~ more specifically how much meandering of the shorelines is being
'`,, considered, this will help keep the Division thinking like the operator
yF~`~ and not create bond release problems because the Division was under the
'~ assumption meander meant one thing whereas the operator was contemplating
smaller or larger shoreline fluctuations.
~ The operator is contemplating putting in pipes so that water is
,~.r~' able to move from one pond to the next pond. Is this really necessary?
p.~j~C The Dtvlsion 1s concerned that at some time to the future these pipes
~~4~,.,w111 clog up and become ineffective. If these pipes do clog up, would
a~ this result to flooding of the area?
~3,~ The seed mixture proposed by the operator consists of a variety of
o native species. The Division is agreeable to this seed mixture and only
?~~.~~,r'suggests the addition of a legume species for its nitrogen fixing
t ,, abilities. Some good legume species, planted at about 1 pound per acre,
b`y„S , Include alslke clover, alfalfa, or yellow sweetclover. Is this agreeable
~b~ d~,ato the operator? If so, which legume species will be used?
~ c. ~4.~ Will any mulches be used? If so, please specify type and rate.
d ~ ~ -4c. S:Q~ O~ fru~ l2 ~ ~: NM
,SAS.. Any compacted areas, such as the process area, must be ripped to
~" alleviate compaction problems and assist to revegetation success.
~6,~ On page E-2, tt mentions "Willow sprigs will be placed along the
newly cut channel of the river...". The Division 1s unaware of any newly
cut channels in the Poudre River. Please explain where this ts, why it
is necessary, and any other pertinent information.
Exhibit H - Wildlife
1. A copy of this application was sent to the Division of W1ldlffe for
their review. Attached is a copy of their comments. Please respond
directly to the Dtvlsion of Wildlife with a copy sent to this office.
