Office of the State Engineer <br />3 February 2006 <br />Page 2 <br />constructed to serve as the boundary of a sealed water storage reservoir covering approximately 102 <br />acres. <br />The embankment fill material consists of a mixture of clay and common material. Fill material was <br />placed in six to eight inch loose lifts, moisture conditioned, and compacted utilizing proper moisture <br />conditioning and compaction equipment. Transit Mix performed sampling and laboratory testing <br />(standard proctor) of the fill material as well as moisture /density tests on the compacted embankment by <br />sand cone method. Lyman Henn was retained by Transit Mix to perform a review of the quality control <br />testing. Lyman Henn reviewed daily field reports and field testing results performed by Transmit Mix. <br />Lyman Henn's assessment of the quality control program indicates that the compacted embankment was <br />constructed in general accordance with project specifications. <br />GROUNDWATER INFLOW STANDARDS <br />The State Engineer has two standards for the maximum allowable groundwater inflow from the perimeter <br />and the bottom of a lined gravel pit as shown below. <br /> Design Standard Performance Standard <br />Pit Perimeter 0.03 ft'/day/ftZ 0.09 ft'/day/ftZ <br />Pit Bottom 0.0015 ft'/day/ftZ 0.0030 ft'/day/ftz <br />These standards are used to determine the frequency of water budget accounting that will need to be <br />implemented during the operation of the water storage reservoir after the Initial Liner Test. <br />After completion of the initial test Required water budget accounting <br />If the Design Standard is met. Monthly (as long as the liner continues to meet the <br /> Design Standard) <br />If the Performance Standard is met. Weekly (as long as the liner continues to meet the <br /> Performance Standard) <br />If the Performance Standard is not Every 48 hours. If the Performance Standard is not met <br />met. for two consecutive months, then corrective action. <br />
