L YMAN <br />_ <br />H ENN <br />I NC - <br />ENGINEERING $OLUTIONS FROM THE GROUND DOWN <br />7 February 2006 <br />File No. 103080-000 <br />TO: Office of the State Engineer -Division of Water Resources <br />Mr. William Tyner, Assisitant Division Engineer, Division 2 <br />C: Transit Mix Concrete <br />Jerry Hermans <br />FROM: Lyman Henn Inc. <br />Sean Harvey <br />SUBJECT: 90-Day Initial Liner Test <br />Transit Mix of Pueblo, West Pueblo Gravel Mine <br />Pueblo, Colorado <br />Post construction testing of the water storage reservoir at the subject property will be conducted in <br />accordance with the "State Engineer Guidelines for Lining Criteria for Gravel Pits," dated August 1999. <br />Lyman Henn, Inc. (Lyman Henn) has prepared this memorandutYt to present a summary of construction <br />methods, allowable seepage rates, and a detailed test work plan. This memo is being submitted to the <br />State's Division Engineer for review and approval of the detailed work plan presented for performing the <br />90-day Initial Liner Test. <br />The 90-day liner test will determine if the compacted clay embankment will meet performance standards <br />defined by the State Engineer when the reservoir is completely dewatered, thereby releasing Transmit <br />Mix of Pueblo (Transit Mix) of augmentation responsibilities for the gravel pit. The testing consists of <br />performing a 90-day liner test to demonstrate the system compliance with the State Engineer's standards. <br />The demonstration is achieved by carefully determining the water balance at the pii by measuring and <br />monitoring the inflows (precipitation and groundwater) and outflows (evaporation and discharge water). <br />Typically, the Office of the State Engineer (SEO) requires the testing plan be approved prior to <br />performing the test. <br />CONSTRUCTION SUMMARY <br />Transit Mix has constructed a compacted embankment at the West Pueblo Grave] Mine, North Parcel. <br />The gravel mine is located along State Highway 96, approximately 2 miles west of State Highway 45 in <br />the Arkansas River floodplain. Construction of the embankment began in March 1998 and concluded in <br />January 2006. Construction was not continuous during this period. The embankment was constructed to <br />full height (up to 26 feet) at an approximately 4:1 (horizontal:vertical) slope.
