• be kept informed of developments should this occur in order to assure that the facilities
will not be abandoned, but will be transferred to a bona fide operator with CMLRB's
concurrence.
Reclamation Plan. Provided that no bone fide requests are made for the facilities,
reclamation of the office/shop area will take place after cessation of operations. Based
on the previously stated evidence of conditions prior to mining end the desire to perform
reclamation that will benefit the postmining lend uses, reclamation will approximate
closely that which is detailed in iab 13 of the Seneca II Permit Application (revised May
27, 1981). Items that ere more specific to the office/shop area are detailed below.
1. Preparation of the Site. With the completion of operations and final reclamation, the
facilities will no longer be needed and will be dismantled. Foundations and other
concrete structures will be broken and hauled to the solid waste disposal area for buiral
as shown on Exhibit 12-2, Mining Facilities Map. Two fee[ of soil or other materials on
the site will be removed and disposed of in the ash disposal area. This will ensure that
surfacing materials used in the office/shop area plus any debris from the dismantling
• operation will be removed. The area will then be deep ripped to reduce compaction and
enhance root penetration and infiltration. Slopes around the office/shop area will be
graded and shaped to a more gentle angle that blends in with the surrounding topography.
2. Topsoil Replacement. Topsoil will be replaced over the ripped and shaped areas. The
topsoil will be taken from Topsoil Stockpile A which is located between the shop and the
northwest impoundment (003). Based on the current topsoil balance, Stockpile A contains
4.5 acre-feet of topsoil. The entire office/shop areas cover 16 acres. Of that total, 8
acres fall under the pos[law tetegory; therefore, the topsoil replacement thickness will
be 0.6 feet. Replacement of topsoil will follow procedures detailed in Tab 9, Attachment
1, Topsoil Management Plen and Scheduling.
3. Revegetetion. After topsoil has been replaced on the postlau eight acres, the entire
area will be prepared for planting. Revegetetion will proceed according to the
Revegetetion Plan in Tab 13, Page 12. Seed Mix No. 1 listed in Tab 13 of the Seneca ]I
Mine Permit Application will be the preferred seed mix for revegetation of the office/shop
area and any associated disturbances due to grading.
4. Post-Planting Nanegement and Evaluation. Management end monitoring of revegetation
13-2-4 Revised 10/17/94
