<br />employed in the revised mining plan. Therefore, a <br />finding of master plan consistency can be made. <br />2. The proposed special use is consistent with the intent and purposes of <br />the particular zone district within which the use is proposed to be located. <br />Mining is allowed in all County zone districts, subject <br />to special review. The rezoning request (RR-3 to A- <br />35) that is concurrently being processed has no affect <br />on this request and is not a result of this request. <br />3. The proposed special use will be in harmony with the character of the <br />neighborhood, arid compatible with the existing and allowable land uses <br />in the surrounding area. <br />The generalized neighborhood includes a mixture of <br />existing and proposed uses. Surrounding the mining <br />area are 722 acres owned by the applicant, with the <br />stated intended us to be a continuation of cattle <br />grazing on the property. To the immediate north is <br />the proposed Forest Lakes development, approved in <br />thl? mid-1980s as a primarily residential high-end type <br />development. Through various circumstances this <br />project has not proceeded. Located farther north are <br />lower density residential developments that can view <br />the site. Between the mining site and Interstate 25 <br />are several residences, the former Woodcarvers' <br />Museum, an active railroad and the Santa Fe Trail. <br />Higher density commercial type uses are planned <br />southwest of the Interstate 25/Baptist Road inter- <br />change, under the old Jackson Creek Junction <br />Master Plan. That property is now within the jurisdic- <br />tion of the Town of Monument. To the south of the <br />mining area are several larger parcels, as well as the <br />Air Force Academy. Residential developments and <br />Forest Service property are located to the west of the <br />site, but are primarily out of view from the site. How- <br />ever, these residents utilize Baptist Road as their <br />only access. <br />4. The proposed special use will not result in an over-intensive use of land. <br />The proposed operation involves only a small portion <br />of the applicant's land. Two directly adjoining areas <br />have previously been used as mining sites. Because <br />of the sloping aspect of the site, the operation will be <br />compact, with the screen and stockpiles somewhat <br />~ ~- <br />
